"Ukraine has to overcome the inertia of the civilization lag," Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, stated on Saturday, taking part in the discussion "The Future of Ukraine: the Required Changes" within the Seventh Annual Yalta Meeting "Ukraine and World: Re-Thinking and Moving On."

 

The Head of the Parliament stated that this goal could be reached on fulfillment of several principal tasks. "First of all, democracy should become a framework of the country," he declared. Secondly, a legal state shall be build. The Chairman of The Verkhovna Rada of Ukraine stressed that "Ukraine is not a country or underdeveloped democracy, but a country of undeveloped democracy, which calls for corresponding conclusions." Thirdly, a civil society should develop in Ukraine.

 

"Then our prospect will be clear," he stated.

 

V.Lytvyn believes that science, technologies and innovations in Ukraine can support the breakthrough. He also laid emphasis on the balanced budgetary policy in the sector of education.

 

"There are the reasons for and the acute need to discuss the prospects of Ukraine for the next thirty years, unlike the traditional development of plans and forecasts for the period of political authorities," he declared, explaining the suggested time span with the assumption that "this historical epoch may last a third part of the century."  

The Chairman of The Verkhovna Rada of Ukraine deems necessary to lay the global economic foundations and develop new rules of global co-existence.

 

Moreover, the concept of state sovereignty should be re-defined, as "the modern world is mutually dependent on the basis of international law, economic laws, and new reality underlying the international relations." "The politics within the European Union should support integrity of Europe in both civilization and geographical aspects," he stated.

 

The Head of the Parliament supposes that Ukraine should reflect upon its past, overcoming "the inertia of institutional and public memory", and avoiding "political biases". A responsible nation and the principles of life organization should be developed. "We should admit our drawbacks, learning their lessons", he stressed.  

 

"Having analyzed the past, we have to set the goals for the future," V.Lytvyn stated. "I believe in the future of Ukraine, but I understand that it is being shaped today."
